Plaza de España Seville: Still Free, Despite the Headlines

Short version: Plaza de España is free. There is no admission charge, no ticketing system and no enclosure. If someone is selling you an entry ticket, they are selling you a guided tour or a boat ride.

Why so many people think otherwise

In February 2024 Seville’s mayor announced an intention to enclose the plaza and charge non-resident tourists. It was reported worldwide, and reported as though it had happened. In September 2024 the council said it had settled on three or four euros for non-residents.

Then nothing. No ordinance, no tariff, no operator, no ticket page. Two and a half years later the plaza is exactly as open as it always was.

The reason it stalled

The detail most coverage leaves out: the city does not own all of it. Seville owns the semicircular open space, the ceramic benches, the railings and the canal frontage. The central government controls the covered gallery and the central building, which houses eleven state bodies. Since the plaza received maximum heritage protection in July 2023, national government approval is needed for any enclosure — and the national finance minister publicly rejected the idea, arguing that privatising public space is not how you look after it.

One warning about what you will read

There is at least one widely-circulated article claiming a fee started in January 2026 with hourly capped slots from February. It cites no official statement, no press release and no news source, and quotes the figure in dollars. It appears to be fabricated. We looked for a primary source and there is none.

Practical

Open public square, all year, no hours published because there are none. The only routine charge inside it is the rowing boat hire on the canal, a private concession. Ground level is flat and step-free; the upper gallery is reached by steps.

Go early. The morning light on the tilework, before the tour groups and the flamenco buskers arrive, is the whole point.
